■The Ministry of Justice of Korea has announced the implementation of a Special Voluntary Departure Program for Undocumented Foreign Nationals. A summary of the program is as follows:
1. Program Overview
Title: 2025 Special Voluntary Departure Program for Undocumented Foreign Nationals
Implementation Period: December 1, 2025 – February 28, 2026
Administered by: Ministry of Justice, Republic of Korea
2. Key Benefits
•Exemption from administrative fines, Suspension of entry restrictions (relaxation of re-entry bans)
3. Eligible Persons
•Foreign nationals who have been staying in Korea illegally since before December 1, 2025, and who voluntarily depart Korea within the program period
4. Ineligible Persons (Benefits Not Applicable)
The following individuals are excluded from the program:
•Illegal entrants (stowaways or those who entered without inspection)
•Persons who used forged or altered passports or documents
•Criminal offenders
•Persons who failed to comply with a departure order
•Persons subject to forced deportation
•Foreign nationals who became undocumented on or after December 1, 2025
